[issue:295] A serious bug in upTeX 1.24

Hi Karl, I have updated (e)upTeX to 1.24 in r50095 and now in TeX Live 2019. https://www.tug.org/svn/texlive?view=revision&revision=50095 But we have found that contains a serious bug related to making control sequences.
